Article 750 now covers something completely different
A moved article you notice, because the number is empty. A reused number you do not notice, because there is a real article sitting there answering a question you did not ask.

What happened
In the 2023 edition, Article 750 was Energy Management Systems. In the 2026 edition it is Grounding and Bonding of Limited-Energy Systems, and energy management is Article 130, at the front of the book in Chapter 1.
The new Article 750 is the grounding article for the rebuilt low-voltage and signaling set. NFPA's panel 16 built it out of bonding and grounding text that used to sit in the Chapter 8 communications articles, and its second draft shows other articles pointing into the 750 range for the grounding of limited-energy and communications systems and for network terminals, at 750.75 and 750.80.
Energy management did not disappear and it did not shrink. It moved forward into Chapter 1, which was not renumbered and simply took the article in. That chapter now runs definitions, requirements for electrical installations, load calculations at Article 120 and energy management at Article 130.
There is no Article 130 in a 2023 book. Chapter 1 stops after Article 110 in that copy, so the article as the 2026 edition prints it is not in there under any number, and what sits at 750 in it is the older version of the same subject.
Whether every requirement came across word for word is not something we have read in place. Read Article 130 in the new book rather than working from your memory of the old article.
Why a reused number is worse than an empty one
Vacate a number and the failure is loud. You turn to it, find nothing where you expected something, and you go looking. You lose a few seconds and you know you lost them.
Refill it and the failure is quiet. You turn to it and there is text, laid out the way the rest of the book is laid out, in the same house style, answering a question with the same confidence as the section you meant to read. On a job you can get through a paragraph of grounding and bonding before the mismatch registers, and the paragraph is correct code, which is precisely why nothing in it trips the alarm.
Four numbers in this edition behave that way. The other three are Article 720, 450.3 and 300.4, and there is a page here that lists all four with both ends checked.
How the number came to be free
Article 750 became available the moment energy management left Chapter 7. In the same cycle the limited-energy and communications material was rebuilt into one set of articles in the 720s, Article 770 was deleted outright because panel 16 says there was no text left in it, and the grounding and bonding rules spread through the old Chapter 8 articles needed somewhere to live. The number was empty and it was in range.
Article 720 was reused the same way. It had been Circuits and Equipment Operating at Less Than 50 Volts and it now carries general wiring methods and materials for limited-energy work. Two numbers, one rebuild, and both of them still print text under the old address.
That is not the mechanism behind the section-level cases, and the difference is worth holding onto. Those come from a style template that put Listing Requirements at .2 and Reconditioned Equipment at .3, and it pushed the old content down only in articles where those two numbers were already occupied. An article number gets reused when a whole subject leaves a chapter. A section number gets reused when a template lands on top of it. Neither one hands you an offset you can carry to the next article you look up.
What it does to a 2023 book on a 2026 job
In this state the 2026 edition takes effect on September 1, 2026 under 16 TAC 73.100, so both books are in circulation this year and both of them are somebody's working copy. Yours and the inspector's do not have to disagree about a rule for this to cost you an afternoon. They only have to disagree about a number.
Put 750 on a submittal, a change order or a correction notice and a reader holding the 2026 book sees a grounding and bonding citation. Put 130 in front of somebody working from the 2023 book and they find nothing at all. Neither of you is wrong about the copy in front of you, which is what makes the exchange slow to unpick.
The same trap arrives second hand. Manufacturer instructions, specifications, load management sequences and older training material all cite 750 for energy management, because that is what the number meant when they were written. Anything written before the 2026 edition existed is using the old numbering by definition. Anything written since could be using either, so the date on the document is the first thing to look at and the article title is the second.
The reverse case is the one that catches people who have already learned about the move. Seeing 750 in a 2026 context does not mean somebody made a mistake. It means grounding, and reading it as a stale energy management cite gets you to the same wrong place from the other direction.
What to do about it
- Move the 750 tab to Article 130 and relabel it, and do the same with the 720 tab. Both of those tabs now point at real text about a different subject, which is worse than pointing at nothing.
- Read Article 130 through once instead of trusting a summary of what used to be at 750.
- In a digital copy, search the article title rather than the number. Titles traveled with their content and numbers did not.
- When somebody else's document cites 750, look at the date on the document before you look up the section.
- Keep the pair written down somewhere you will see it: 750 for grounding of limited-energy systems, 130 for energy management.
The tab is the cheap half. The expensive half is the habit of reading a number as if it were a subject, and the only cure for that is checking the title once before you rely on the section. It costs about five seconds and it is the check that neither the change marks in the margin nor your memory can do for you.
What this page does not settle
- What Article 130 requires. We have the title and the chapter from independent change lists and we have not read the article in place, so nothing here restates its rules.
- Where the under-50-volt content that used to be Article 720 ended up. Nothing we have read says, and a guess here would be worth less than the gap.
