The edition that applies is not always the newest one

Texas adopts on a date. A permitted job stays on the edition its permit was pulled under. An unpermitted one goes by the day work started. Those three facts produce a lot of arguments.

The date that matters

The edition that governs your work is the one your state adopted, not the newest one published The National Fire Protection Association publishes a new edition of the code on a three year cycle. A state adopts an edition on its own schedule and by its own rule, so there is always a gap between publication and enforcement, and the gap is a different length in every state. Local amendments sit on top of the adopted edition. Texas adopts the 2026 National Electrical Code effective September 1, 2026 (16 TAC 73.100).

That is an adoption date, not a switch that changes what is already in the ground. TDLR answers the follow-up question in two halves, and most arguments on site are about the second one.

So the calendar does decide it, on the jobs nobody pulled a permit for. On permitted work the permit decides it, and both editions stay live for as long as those permits run.

What Texas has adopted, and how far behind

TDLR states the previous adoption in its own words, and the wording is worth seeing because it shows what a Texas adoption actually fixes in place: a named edition, frozen as it existed on a date.

TDLR has adopted the National Electric Code 2023 Edition, as it existed on August 25, 2022 and as adopted by the National Fire Protection Association, Inc. It became effective September 1, 2023.

The 2026 edition follows on September 1, 2026. Two adoptions, both landing about a year after NFPA finished the book, both taking effect on September 1.

That gap is the normal state of things rather than a delay. For most of a code cycle the newest published edition is not the one Texas holds you to, and buying the new book early does not change that.

One consequence you can act on today: a TDLR page that has not been updated for the new adoption still describes the 2023 edition, and on 24 August 2026 both the compliance guide and the examination page did. Read the date on a page before you read the edition on it.

Three different questions people confuse

Those can be three different answers on the same day. Someone arguing about a code requirement is often answering a different one of these than the person they are arguing with.

Local amendments are real and they win locally

A city or county can amend the adopted code within its jurisdiction. When it does, the local amendment governs there even where it differs from the state-adopted text.

This is why a detail can be correct in one municipality and wrong twenty miles away, and why "the code says" is an incomplete sentence without naming the jurisdiction.

Before relying on any general statement about Texas requirements, including anything on this site, check whether the authority having jurisdiction has amended the section you care about.

How to tell which edition a book is

The edition year is on the cover and on the spine. It is also in the running footer of most pages.

The book is not the whole document, though. NFPA can amend a published edition, and it publishes the current amendment list for NFPA 70 free. A printed book does not update itself, so the list is worth a look before you rely on a section for real work.

That cuts both ways. An amendment approved before the edition goes to press is printed in the book rather than left waiting on the list, which is what happened with 430.132 in the 2026 edition. The list tells you what changed after printing, not what is new.

What changed enough to matter this cycle

The reorganization at the front of the book is the largest structural change. No chapter was renumbered. Article 220 was lifted out of Chapter 2 and is now Article 120, and Article 750 was lifted out of Chapter 7 and is now Article 130.

Load calculations moving to Article 120 is the one that will cost you time, because every habit you have for finding them points at the wrong chapter.

Inside that article the dwelling unit minimum unit load appears twice, and the two figures are not interchangeable: 3 volt-amperes per square foot for calculating the minimum branch circuits at 120.13, and 2 volt-amperes per square foot for the feeder and service calculation at 120.41. Reaching for one where the other belongs gives you a number that looks reasonable and is not.

Article 430 gained a section, 430.132, by amendment before the edition was printed.

None of that changes how the underlying calculations work. It changes where they live and what the constants are.
